Desmond Tutu’s ideology was originated from his religious belief, he persuades both perpetrator and victim to confess for amnesty. Christianity played prominent role in shaping cultural beliefs especially in Western Civilizations. In Tutu’s methodology, the same rationales were used, where honest confession will grant the perpetrator pardon and relief and promising vigorous life in the future, and the confession for amnesty in Tutu’s ideology and the confession for forgiveness in Christianity were identical.

Tutu had discussed the moral and ritual solutions for South Africa based on the assumptions that all perpetrators are willing to make a change and deeply remorse for their wrongdoings, what Tutu have not included in his ideology is the possibilities that those perpetrators could repeat the actions if they did not get any legal punishment.

Consider the only punishment the perpetrators get for committing a crime is to reveal what they have done wrong, perpetrators may not even seek for amnesty without proper law enforcement. Tutu relied moral and ethical consciousness of individual to create social harmony, which totally relied on perpetrators’ moral conscious to be effective and would be insufficient. Robert Sawyer wrote that criminals were only “being sorry you got caught”, which implies that criminals were unlikely to punished by their own morality after committing crimes without proper legal punishment, Tutu avoids discussing the importance of legal systems in such case and prevention of similar incidence in the future.
